창원은 한반도의 동남단 경상남도의 중부남단지역에 위치하고 있으며, 울산, 부산, 사천을 연결하는 동남임해 중화학공업지역내의 대규모 기계공업단지로서 경남 중부지역 산업경제의 중추 역할을 담당하고 있다.
1973년에는 계획도시로 개발되어 2010년 창원시, 마산시, 진해시의 통합으로 창원시가 출범하게 된다.
경남해안을 주변으로 한 독특한 역사와 전통을 가진 창원은 근현대기의 유수한 조각가를 배출한 ‘조각의 도시’이다.
김종영, 문신, 박종배, 박석원, 김영원 등 걸출한 조각계 거장들의 고향이기 때문이다. 이러한 인연은 ‘창원 조각’의 특화를 강조할 수 있는 당위성을 갖게 한다.
창원의 문화와 예술은 이 같은 역사적 배경을 발판으로 2010년 ‘문신국제조각심포지엄‘을 시작하게 된다.
이후 문화관광부 후원, 창원시 주최, 그리고 창원문화재단이 주관하는 ‘창원국제조각비엔날레’로 거듭나면서 창원 문화예술의 영역을 확장, 발전하게 된다.
2012년 제 1 회 창원조각비엔날레는 국내외의 유명 조각가들의 작품을 마산 합포구 소재 ‘돝섬’에 20점을 설치하였으며, 2014년 제2회 창원조각비엔날레에는 한국을 비롯하여 몽골, 베트남, 이란, 인도, 인도네시아, 일본, 중국, 타이, 타이완 등 아시아 11개국의 작가가 참여하여 창원시립문신미술관, 돝섬, 마산항 중앙부두, 창동 등의 마산 원도심 일대에서 작품을 선보였다.
2016년에는 현대조각을 대표하는 100여명의 작가를 대거 초청하면서 창원은 명실상부한 ‘동시대 세계 현대조각의 장’으로서 자리매김하게 된다.

이번 ‘2018창원국제조각비엔날레’에서는 창원 조각역사의 중요한 맥으로서 김종영의 문인정신이 함축하고 있는 ‘불각(不刻)’과 문신의 균제, 조화, ‘균형’의 정신을 결합한 < 불각의 균형 不刻의 均衡 The Balance of Non-Sculpting > 이라는 주제로 이번 전시를 펼쳐가고자 한다.
이와 같이 창원의 대표적인 작가의 정신적 유산을 발판으로 창원 조각의 정체성을 확립하고 창원이 국제적인 조각 도시로서 견고하게 자리매김하는 계기를 마련하고자 한다.
< 불각의 균형 不刻의 均衡 The Balance of Non-Sculpting >이라는 주제가 모순적이고 역설적인 표현처럼 보일 수 있으나 ‘불각(不刻), Non-Sculpting’ 은 인위적이지 않은, 자연스러운 상태에의 추구이며 자연과의 조화를 이루는 상태를 추구하는 개념이다.
이러한 주제를 바탕으로 한 조형성과 더불어 동시대의 사회적 현실을 담은 조각의 영역을 확장하는 ‘입체예술’ 의 다양한 양태와 담론을 중심으로 엮어가고자 한다.
무엇보다 형식과 내용적 측면에서의 참신성과 중량감을 감안하여 형식적 측면에서는 표현 매체와 그 방법의 확장을 주목하고, 내용적 측면에서는 담론 제시, 즉 ‘서사상’과 ‘문제제기’를 담고 있는 작업들을 주로 전시를 구성하고자 한다.
전시 형식은 ‘실외전시’와 ‘실내전시’, 즉 조각공원과 미술관 전시로 구성하며 ‘실외전시’는 ‘영구설치작품’과 ‘임시설치작품’으로 나뉘어진다.

미술관 전시는 < 파격(波格) >이라는 부제로 입체작품과 평면작품을 설치하고 특별 프로그램들을 병행하여 기존의 ‘조각’이라는 영역에 또 다른 파격적인 형태로 관람자에게 다양하고 새로운 ‘볼거리’를 제공하며 보다 적극적인 소통을 시도한다.
기존의 한정적인 조각의 영역을 타파, 확장하고 보다 적극적인 관람객들과의 소통으로 예술의 대중적 향유와 공유가 지속가능한 새로운 ‘문화예술의 놀이터’로서 ‘글로벌 문화예술의 도시’, ‘세계적인 ‘조각의 도시’ ‘창원’으로서 그 자리매김을 하고자 한다.

Changwon is located in the southernmost part of Gyeongsangnam-do in the southeast of the Korean Peninsula. And Ulsan, Busan, and Sacheon. It is the center of the industrial economy in central Gyeongnam area.
It was developed as a planned city in 1973, and Changwon City will be established in 2010 with the integration of Changwon City, Masan City, and Jinhae City.
It has a unique history and tradition around Gyeongnam coast. In addition, Changwon is a 'city of sculptures' that carries prominent sculptors of the modern times contemporary area.
This is because it is the hometown of outstanding masterpieces such as Kim, Chong young, Moon Shin, Park Jong bae, Park Suk Won and Kim Young Won.
Such a relationship makes it possible to emphasize the specialization of 'Changwon sculpture'. In 2010, the culture and arts of Changwon will begin the 'Moon Shin International Sculpture Symposium' based on this historical background. Since that Changwon International Art Biennale, sponsored by the Ministry of Culture and Tourism, Changwon City, and the Changwon Cultural Foundation, will expand and develop Changwon culture and arts.
In the 1st Changwon Sculpture Biennale 2012, 20 pieces of works of famous sculptors from home and abroad were installed in the 'Dot' Island, located at Happo-gu in Masan. In the 2nd Changwon Sculpture Biennale, 41 artists(teams) from 11Asian nations including Korea, Mongolia, Vietnam, Iran, India, Indonesia, Japan, China, Thailand and Taiwan participated and displayed their works across the city of Masan included the Moonshin Art Museum, the Dot Island, the central wharf of Masan Part and Chang-dong.
The 3rd exhibition in 2016, invited more than 100 artists representing the contemporary pieces Changwon will become 'Contemporary World Contemporary Sculpture'.
In this '2018 Changwon International Sculpture Biennale', we take over the spirit of Kim Chong young and Moon Shin, who is important in the history of Changwon sculpture.
The theme of the exhibition, < Balance of Non-Sculpting >, which combines the spirit of Non-Sculpting and the balance of harmony. In this way, we will establish the identity of Changwon sculpture with the spiritual heritage of representative art of Changwon Sculpture Biennale, and establish an opportunity for Changwon to firmly establish itself as an international sculpture city.
The theme of < The Balance of Non-Sculpting > may seem like a contradictory and paradoxical expression, but "Non-Sculpting" is a natural state that is not artificial, but a concept that pursues a state of harmony with nature to be.
In addition to formative works based on these themes, we will focus on various aspects and discourses of 'sculpture', which expands the sculptural realm of contemporary social reality. Considering the form and content, we pay attention to the expansion of expressive media and methods. In the aspect of contents, I intend to organize exhibitions mainly on discourse presentations, ie, works that include 'ideology' and 'problem raising'.
The exhibition format is divided into 'outdoor exhibition' and 'indoor exhibition', ie, sculpture park and gallery exhibition, and 'outdoor exhibition' is divided into 'permanent installation works' and 'temporary installation works'.
The exhibition of the art museum sets up a three-dimensional work and a flat work with the subtitle "exception." Special programs provide spectators with a variety of new 'attractions' in another 'extreme' form in the 'sculpture' area.
We will try to expand and extend the existing limited sculpture area and share it with the public enjoyment of art through communication with more active visitors. Furthermore, we would like to position it as a 'Global City of Culture and Art' as a 'sustainable playground for culture and arts', 'a world-sculptural city', and 'Changwon'.
